The Asbestos Directive Being Transposed

In 2025, Ireland will formally transpose Directive (EU) 2023/2668, a major update to how asbestos exposure is regulated across the European Union. The directive, adopted in late 2023, introduces a new lower exposure limit, stricter measurement methods, and enhanced training requirements for those working with or around asbestos.
As someone who has worked closely with clients across construction, maintenance and demolition for many years, I can say with certainty that this is not just a regulatory shift — it is a cultural one. Employers must now move beyond compliance as a checkbox exercise and actively strengthen how asbestos is managed, measured and controlled in the workplace.
A Sharper Focus on Exposure Limits
The most significant change is the reduction of the occupational exposure limit (OEL) to 0.01 fibres per cubic centimetre (cm³) of air. This tenfold decrease reflects the reality that there is no safe level of asbestos exposure.
Employers will need to review risk assessments, control measures and air monitoring practices well before the legislation comes into force. At EHS International, we are already supporting clients in adapting their safety systems and preparing for updated compliance thresholds.
Stricter Measurement Methods
Traditional phase-contrast microscopy (PCM) will no longer be sufficient for measuring asbestos fibres. The directive mandates the move to electron microscopy, a more advanced and accurate technique that can identify much smaller fibre types.
This change will raise both the quality and precision of exposure data, but it will also require new equipment, laboratory partnerships, and technical competencies within organisations. EHS International’s consultancy and occupational hygiene teams are advising clients on how best to prepare for these new standards.
Increased Training Obligations
The new directive places greater emphasis on training and competency for anyone who may come into contact with asbestos. This applies not only to licensed contractors but also to maintenance staff, supervisors, and other workers who may inadvertently disturb asbestos-containing materials.

These programmes ensure that employees understand not just the theory, but also the practical steps for safe handling, containment and communication.
The Time to Act Is Now
While the directive will only be formally written into Irish law in 2025, early preparation is key. Employers should now be:
- Reviewing and updating asbestos management plans
- Scheduling staff training and competency assessments
- Conducting air monitoring reviews in line with new testing standards
- Engaging qualified consultants to identify and manage compliance gaps
