Competency vs Compliance: Why Tick-Box Training Isn’t Enough in 2025

In 2025, safety leaders are beginning to recognise an important truth. Being legally compliant is not the same as being truly competent.
Safety goes beyond a certificate. Competency means that employees not only understand what is required but can apply it consistently and under pressure.
For many years organisations have leaned on tick-the-box training. These short and often generic modules were created to meet regulatory requirements. On paper, they do what they are supposed to do. In reality, they rarely prepare people for what they will actually face in their workplace. In high-risk industries, that gap can have life-changing, or even life-threatening consequences.
Tick-box training usually covers the basics and little more. It often has minimal engagement, assumes that attendance equals understanding, and places emphasis on paperwork rather than outcomes. The result is a workforce that might hold a certificate, but lacks the confidence, awareness and decision-making ability to act safely in real situations.
Recently, a colleague of mine was carrying out an audit where a worker proudly presented his training certificate. Yet when he asked the worker to demonstrate a simple lockout procedure, he froze. He did not know what to do next. The business could prove compliance, but in that moment it was clear that competence was missing. That is the risk organisations run when they see training as a box to be ticked.
When training is designed around competency it reflects the realities of the individual’s role and the risks that come with it. It’s interactive, practical and based on understanding rather than memorisation. It uses realistic scenarios to test judgement and ability. Most importantly, it validates performance in a way that shows the individual can truly carry out the task, Safely!
One of the most rewarding projects I have worked on involved moving a manufacturing client away from classroom-only sessions. Instead, we built scenario-based workshops that required employees to respond to realistic emergencies. The transformation was immediate. People became more confident, challenged unsafe behaviours and made safer decisions. That is the power of competency-based training.
Why This Matters?
- There are several reasons why this shift is now essential. Regulators are placing greater emphasis on outcomes rather than paperwork.
- The costs of incidents continue to rise, from insurance claims and downtime to reputational damage and investor scrutiny.
- New technologies and materials such as lithium-ion batteries are creating risks that did not exist before.
- Employees themselves are demanding more engaging and meaningful training, seeing it as both a safety measure and part of their professional development.
