On 11 September 2025, the Safety, Health and Welfare at Work (Quarries) Regulations 2025 were officially signed into Irish law. These new regulations, which come into effect on 1 January 2026, introduce several important updates for quarry operators across Ireland.
As with all updates to safety legislation, the intent is clear, to improve standards, close gaps, and strengthen worker protection in high risk environments. Quarrying remains one of the most complex and hazardous industries in Ireland, and these new measures reflect the continued evolution of how we manage that risk.
What’s Changing
The 2025 regulations build upon the existing framework under the Safety, Health and Welfare at Work (Quarries) Regulations 2008, introducing a number of key changes:
- Stricter Controls on the Use of Explosives
Operators must now demonstrate more robust safeguards for the storage, handling and detonation of explosives. This includes enhanced competency requirements for shot-firers, updated safety procedures, and stricter oversight of explosive management plans. - Notification to the Health and Safety Authority (HSA) for Temporary Cessation of Work
Where quarrying activities are suspended temporarily, operators are now required to formally notify the HSA. This measure ensures that any restart of operations follows a verified inspection and safety review, reducing the risks associated with reactivation after a dormant period. - Introduction of Online Form Submissions
In line with Ireland’s broader digital transformation in regulatory processes, quarry operators can now submit required notifications and forms electronically. This modernisation simplifies compliance and supports faster communication with the HSA.
Preparing for 1 January 2026
Although the new regulations do not take effect until January, quarry operators should begin preparing now to ensure full compliance from day one.
