EHS International and Chris Mee are leading providers of Construction Project Safety Services in the UK and Ireland for over 25 years. We provide three main services in the Construction area. The relevant UK legislation is The Construction (Design and Management) Regulations 2015 while the relevant Irish legislation is the Safety, Health and Welfare at Work (Construction) Regulations 2013 based on EU Legal requirements. The “General Principles of Prevention” are mainly the same in both jurisdictions.
- Client Duties and Support:
The client has legal duties in both jurisdictions to appoint fully competent people or entities to the Principal Designer (PD) position in the UK and/or the Project Supervisor Design Phase (PSDP) position in the Irish Republic. The client must also appoint a competent Principal Contractor (PC) in the UK or a Project Supervisor Construction Stage (PSCS) in the Irish Republic. The client must then ensure that the appointees continue to show competency. EHS International can assist and advise the client in this complex process and ensure that records of the process are kept for review and inspection as needed. EHS International can also carry out regular checks on the appointees so far as is reasonable
. - Principal Designer (PD) and/or the Project Supervisor Design Phase (PSDP) duties and support:
Once appointed the Principal Designer and/or the Project Supervisor Design Phase must co-ordinate all design safety activities from concept to construction complete. It is imperative that all designers and specifiers keep detailed records of their design risk assessments. The design risk assessments must cover “full life cycle” of the project from design to construction to operations and maintenance and even to demolition. - Principal Contractor (PC) and/or the Project Supervisor Construction Stage (PSCS) duties and support:
Once appointed the PC and PSCS must organise and implement safe systems of work at all times during the construction and commissioning and hand-over stages. THe appointee must also cooperate with the client and the PD or the PSDP. This is the person or entity responsible for all health and safety management during the construction work. - Assist and advise the client to appoint competent Principal Designers and Principal Contractors in the UK or to appoint the PSDP and PSCS in Ireland
- Ensure on-going review of the performance of the duly appointed responsible people or entities.
- Ensure that the responsible appointees perform their duties according to the relevant legislation in their jurisdiction
